OEA Lobby Days--June 7, 14, 21--OEA Headquarters Media Center, 225 Borad Street, Columbus, OH, (call for time)

LEA will be collecting signatures on Monday, June 13, from 10 to 1 at the Voice of America Park (turn into the park off Cox Road and the first parking lot on the right--you can turn in petitions or come to sign petitions for Butler, Hamilton, Warren, Montgomery, Clermont counties).

Regarding SB5: What We Can Do

Senate Bill 5
Petition Circulator

As I am sure you are aware Senate Bill 5 was signed into law on Friday April 1, 2011. OEA has collected the initial
1,000 signatures to petition for a “Citizen’s Veto” to be placed on the November 8, 2011 ballot. The Secretary of State
and Attorney General have 10 days to certify the signatures and ballot language. Once that happens we have until 5pm
on June 30th to submit approximately 231,149 signatures to have the veto officially placed on the November ballot.
At that time voters will be simply asked, “Shall the law be approved?” We want people to vote NO! During the initial
90 day signature collection, the bill is not enacted into law. If it is placed on the ballot, the bill cannot become law until
the citizens vote on it in November. This means the next 90 days can have two outcomes. 1.) We can go out and
get 231,149 signatures to put it on the November ballot or 2.) After 90 days, we don’t get the signatures and the bill
becomes law.

5 WAYS SENATE BILL 5 WILL EFFECT YOU

1. Eliminates the bargaining of teacher salary
2. Requires employees to pay at least 20% of insurance premiums (medical, prescription, dental, and vision)
3. Eliminates statutory sick/vacation/personal leaves
4. Establishes quality of performance as the principle factor in Reduction in Force (RIF)
5. Eliminates continuing contracts from being granted, and requires moving forward that all contracts are 1 year in length

Continuing Contract

How do I know that my credits will count towards my continuing contract?
Continuing contract credits are different from advancing on the pay scale. Make sure that the credit is truly graduate credit rather than continuing education credit. The institution also should be accredited by the National Council for Accreditation of Teacher Education (NCATE) or by a regional accreditation association for awarding four-year degrees. If you have any question about your credit, contact Jill Collins at Human Resources.

If I am putting in for a continuing contract this year, will it affect my status on the reduction in force for 2011/2012?
Continuing contracts that will be approved will go into effect next school year and do not change your status for this reduction in force. In the past, if your position is in question the Board may hold off on approving the continuing contract until later in the spring/summer. There is no requirement that it must be approved in April.

Job Share-

Are there going to be ‘job share’ opportunities this year due to possible RIF’s?
If you are interested in a job share, follow the guidelines outlined in the contract. It is very important to have your information in by the due dates.

Reduction in Force

Does a 2-year limited contract mean more than a 1-year limited contract?
For members on a limited contract, the only thing that matters is the hire date.

Does the district have to inform members of being laid off by a certain time?
No, while the goal is to inform members as soon as possible the District can make reductions at any time.

What is a MOU?

Ron has been presenting to the buildings and has mentioned that the Association is looking at a MOU in order to be able to make some of the changes he is talking about. MOU stands for Memorandum of Understanding and it is a joint agreement by the Association and the Board to amend something in the contract for a limited period of time. Normally MOU’s are valid for one year. Sometimes they get renewed and sometimes they don’t. The MOU’s that Ron is talking about will be voted on by the membership.

This IS VERY IMPORTANT FOR YOU TO DO

Ask him for an EXIT form (that is an Employee Verification Form). This form lists all CEU's and Professional Development under Lakota under your current license. You carry it to another district as Lakota has reciprocity with other districts and they will accept what you have done at Lakota. You can then give it to a new employer. STEVE LYKINS MUST sign off on this form.

LEA Banquet, April 28, 2011

LEA Banquet is that time of year when we present our Scholarship Awards and honor our retirees. Members of the Board of Education and Administration are also invited to the celebration.
